Moving out of sandbox
Amazon initially places all new accounts in the Amazon SES sandbox. While your account is in the sandbox, you can only send emails to verified email address.
To request that your account be removed from the Amazon SES sandbox:
Open an SES Sending Limits Increase case in Support Center.
